If it is in the TOP position, it will not go down as it is locked in the up position. The knob turns from the lower numbers through to the larger numbers i.e.. TOP---1,2,3,4 etc.Probably need to raise the rockshaft all the way to take the weight off of the lock. I believe that most of these height knobs/locks will not move when the weight of the mower deck is resting on them. Just make sure its lifted all the way, then try to move your knob.
